WSIS Directive on Cyber Education for the Young

We are committed to realizing our common vision of the Information Society for ourselves and for future generations.

We recognize that young people are the future workforce and leading creators and earliest adopters of ICTs. They must therefore be empowered as learners, developers, contributors, entrepreneurs and decision-makers.

We must focus especially on young people who have not yet been able to benefit fully from the opportunities provided by ICTs.

We are also committed to ensuring that the development of ICT applications and operation of services respects the rights of children as well as their protection and well-being.

Principle No 11 WSIS 2003


World Summit on Information Society (WSIS) held at Geneva on December 10-12 2003, marks the beginning of a new world order where the Digital Dimension of our society will come under a different set of regulatory control where the Sovereign Governments of the physical world will have a greater say in the affairs of the borderless Cyber Society.

The Geneva Convention which was the inaugural event of the new movement adopted a "Declaration of Principles" and an "Action Plan" according to which the constituent members would take necessary follow up measures which will be taken up for discussion in the next summit planned in Tunisia in November 2005.

Principle no 11 of the declaration is reproduced above identifies the commitment of the WSIS community on the education of the younger generation in applying ICT for the development of the society in conformity with the other principles enumerated in the document.

It has been also the motto of naavi.org to contribute towards the building of a "Responsible Cyber Society" through education. Naavi's Cyber Law College has already been working in this direction both with courses in Cyber Law and Techno Legal Security for the public as well as the CyLawCom Certification programme for the industry. In a bid to further take the education to the undergraduate student level, it is proposed to introduce a Foundation course on "The Laws of the Information Society"

The Course will presently be available only in Chennai and will be given to group of undergraduate students through their respective colleges without disturbing the student's current schedule.
